Canvas won't scale

The attached canvas won't scale. Is there something I'm doing wrong?

I think you are attempting to use the wrong scale tool.

It appears that you are trying to use the Feature scale tool.

Right click on the canvas in the browser and select Edit Canvas.

From there you should see dialog with scale.

Right click on canvas and select calibrate.  Select two points and enter the dimension between them.
