I cannot seem to surface loft on this model. all lines seem to be connected and I am able to do a solid loft.  I have done this type of drawing before so I am stumped as to what I've done wrong here.  assistance appreciated thanks in advance.

I would use over-build surface trimmed back to desired profile.

I assume you are following a tutorial you don't quite understand.

If you go through the timeline of the attached model als look at the loft setting you should be able to figure out how this was done.

It looks like you have created a solid loft in you example. If that is the case I was not having an issue creating the solid loft I only want the surface shaped by the cross rails.  Yes I am referencing a tutorial that I have used before. Lofting has always seemed a simple task whether is turned out correct is another matter . In my example I cannot even surface loft from the curved centerline to either of the outer perimeters. that has never happed it would sometimes give an erratic surface but it would loft.

Thanks

After going through your time line it appears that you extruded the edge surfaces first. went back to my model and was able to create the top loft after doing the same. Thank a heap I hadn't considered that sequence. As I said I did a model similar a while back using the sketched lines as edges.  anyway you solution gets me where I need to be.  Thank so much

Have a great day

No, it doesn't. You need not make assumptions but go through h the timeline of the model I had attached and try to understand the workflow!
