Bug? Difficulty with regenerating and extruding from projected curves

Here is an image of a part i am working on.

this is the part i want.png

I want the curved bottom of that scallop to be circular when viewed head on. So i created an arc in a 2d sketch, then projected the arc onto the curved surface, then created another 2d sketch for the extruded cut. The file is attached if anyone wants to see in detail what im talking about, or suggest a better way.

My first issue is that fusion wont recognize the sketch i want to use (the fifth one) for the extruded cut as compatible with the extrude tool. I ran a sketch checker tool saying there are no open contours, and tried a few times without success. It just doesnt like the project curve. I am able to extrude as a surface in the patch environment, then cut away from the body as a workaround, so thats not so terrible.

Interestingly, after closing and reopening this file in fusion, i now see that it does recognize the sketch i wanted to use as closed an able to be extruded in the model environment. I repeated this experiment: fusion wont recognize my sketch for extruding right after i draw it. but if i save and restart, it will recognize it every time. seems like a minor bug, but i can live with it.

*However, there is a much more problematic issue: i cant figure out how to regenerate this series of features if i want to change the depth of my scallop cut (in the 2nd extrude). The final sketch feature loses track of the curve i projected, and i have to recreate it. Here is a screen shot of the error i get when i try to reduce by 10mm the second extrude depth :

Please let me know if im missing something. I definitely think its a reasonable expectation for this kind of feature to not fail when i make a small adjustment in its position.

in case it wasnt clear, this is how i was trying to edit the early feature that comes before the curved cut at the end. and after this modification, the projected curve in the final sketch loses its reference.
