Yes. Technically, it's also a Component itself. I mean, you could create a simple, single part project file, and never create a New Component within it. You could create sketches and geometry and everything, all nested under that top level item.
But for multi-part files...that top level becomes an Assembly, and you nest Components under/within it. And you can nest Components under/within OTHER Components, for organizational purposes, or for saving out sub-Assemblies, or whatever.

1. It is best to pattern physical geometry instead of sketch items if possible. For example, instead of sketching five circles and then extruding all of them into cylinders...sketch one circle, extrude it, and then pattern that cylinder into five of them.
2. To space out items after the fact, you might go back in history on the timeline and space them correctly when you made their sketches. Or you might Joint them with Offset values for the spacing. Or you might create a "spacing sketch" in the top level, just for this purpose, that has dimensioned points within it, that you then Joint each item too. (When you adjust the dimensioned points, the parts move.)
