When planning design intent, what are the best practices when deciding where to create and modify?  For example you can make r-pattern, mirroring and fillets in both sketch and solid workspace.

it's a bit of a broad question, but the general recommendation is to do patterning in the solid world, not in sketch.  Sketch patterns of any size will be very slow.  Similarly, I would recommend doing the mirror in the solid, not in the sketch.  Sketch mirror can also add performance concerns, and also sometimes show incorrect "fully constrained" status.  Fillets - that's a bit more of a tossup.  Lots of people prefer fillets on the solid, but there can be good reasons for sometimes having that fillet geometry in the sketch.  It's not as much of a performance concern as with pattern or mirror.
