Any way to scale extent of model in STEP file, while preserving hole sizes?

I downloaded the attached tire & wheel model in a STEP file. Is there any clever (or not so clever) way to scale the wheel portion, while preserving the sizes of the holes in the center of the wheel rim (it's OK to scale up the cut-out geometries in the outside of the wheel rim, but I'd like to keep the 5 holes in the middle as they are, if possible).

One way would be to use the split body command to separate the inner hub from the outer then scale the outer hub and tire.
