Advice on creating an oval.

I am trying to create an oval shape about 10" x 8", as a backing plate for this logo. The actual logo measurements are 9.975 x 7.95. I want the backing plate to be the same size or slightly smaller then the logo, so that the backing plate is not seen when looking at it from the front. I also imported the picture into F360 but am unsure how to scale it so that it is the correct size, for comparison to what I draw.
