Tabs do not respect isEnabled or isVisable

Documentation indicates isEnabled and isVisable should be supported, but in practice setting these does nothing.

The Command Inputs API Sample can be used as base code to verify this.

If you meant "TabCommandInput", I can reproduce the issue. The two methods didn't work for tab command input. I will log a bug in our internal system to track it.
