Right click context menu icon resolution issue

Hello,

 

I'm creating a new icon in a right click context menu, and I've got it working fine but can't seem to get a correct resolution icon to display. I've created the three resolution sizes and I can see that Fusion is picking the 16x16 icon (tested by making the icon contain just the text "16"), but based on the built-in icons it looks like they are all 32x32 icons. Am I missing a trick here, or is this a bug?

On my (not high-res) Windows computer, the built-in menu icons are 16x16. So maybe a hi-res bug?
