Using Arrange function with the API

Is there a way to arrange sketches using the API?

I did not understand what the arrange function meant.
What is the function?

I would basicly have a envelope frame, and components that I would like to arrange inside of these boundaries. 
Like in this simple example I attached.

Thanks for the images. I had never used the Arrange function.

The command to display the dialog for the image itself is not clear to me.
Perhaps it is a feature not provided in the API, but I am not sure.
