Trying to surface Loft set rail at tangent

(I am not good at English, so I use some translators. I ask for your understanding.)

 

When using the command from the first image, I don't know that tangent cannot be set which section overlaps.

When using the loft command also in the second image, the loft rail selection is not the same.

why this not working? I don't understand. please help me.

It's not clear to me what you're trying to do but I was curious and played with your model a bit and I had the best luck creating a nice surface using the Patch command, as shown below.
