Cannot find Scripts and add ins

Hey everyone. For some reason I am having a hard time finding scripts and add ins.  It is not accesible through the File dropdown menu, and i do not see it up top next to select.  

Any help would be appreciated!!

With the latest Fusion 360 update, the new UI has become the default.  As a result, a lot of commands have moved.  The "Scripts and Add-Ins" command is now in the "Tools" tab, as shown below.
