Sketch not aligning in two axises

When I draw a circle on the top plane.  Now if I rotate the view 90 degrees the drawing is not centered on the 90 degree axis.  My model will not be square on the vertical and horizontal axis.  Why is this?

See below.

You most likely have 3D Sketch activated and you have sketch the circle in an offset plane. If so, just uncheck the entry in the Sketch Palette.

You are right. When I started a new sketch that worked fine. However on my existing drawing it did not change the slant.

If a sketch is already created, with the 3D Sketch option on, then taking if off does not affect the historical sketch.  You will  have to edit it manually, in this case just redraw it will be easiest.
