P.S.

The reason why offset didn't work next time because Offset of Offset is not yet supported in Fusion 360

should this behaviour really be considered as a bug? I have a different opinion.

 

In the drawing-environment, Fusion 360 dimension-functionality should support everything that is defined in standards: ASME, ISO, DIN (we germans are notoriously fussy about correct dimensioning styles).

 

But: here we are in the sketch environment and I think it is helpful how the current offset sketch-dimension gives information: source-geometry and direction/value of the offset. So it ist created with just one arrow (shows direction)  and therefore cannot be moved outside. No need to create a sketch-dimension that matches drafting standards - this is the business of the drawings module.
