I've been having issues with editing tools within documents for about two weeks but did not fully understand the issues till today.
It seems like old files with tools setup in them cannot be edited, only new tools which have been attached to the document from the cloud. I'm also having issues with being able to even open the tools library. (This is not shown in the video below)

Thank you for posting about the issue! I did not see this issue on Windows but I was able to reproduce it on Mac and I think this is only happening with turning tools, correct? I've reported the issue to the development team for further investigation, and I apologize for the inconvenience. (CAM-10747)
Regarding the issue with the tool library icon in the toolbar which does not open the dialogue box, I was able to fix it by closing and reopening Fusion. Could you try that to see if that helps?

Yes, a restart does fix the issue but I'm having it happen all the time right now so a restart is not really a fix 🙂
