Can't find "new design from file"

I'm following a design academy course and it tells me to insert new design from file and I can't find it anymore. I did this a few weeks back and it was working. Has it been removed or is it just down to my settings?

The last update replaced new design from file with Open.

I'm using the online version and the "open" button only allows opening a file from the project, not from my computer. How do I import a local file into the online version?

EDIT: probably should be moved to its own post.
