Looks like there is a bug in the new "Bend" command. If the flange is bent up the calculated bend length is correct but if bent down it is shorter than it should be. The incorrect length is caused by the inside bend radius being wrong when the flange is bent down. See attached screencast.
You are right, bend down condition should not change the radius. This shall be addressed on topmost priority. You will receive an update once it is rectified.
