Why is my tool showing up as "UNSPECIFIED"

We've seen this sort of issue before where quotation marks in the tool description cause it to appear as 'UNSPECIFIED' (the internal task id is CAM-26533).

Does removing the quotation marks around the 'O' in the description in the Tool Library fix the issue for you?

Yes, that solved the problem! Thanks so much, it was really messing with my sense of order...little OCD going on with me here..
