NC starts with wrong tool after post process

I made the toolpath with properly numbered tools and everything looks good in CAM simulation, but when I post process the nc file it starts with the wrong tool. 

It should start with T1, but after the tool is T1 it's immedeatly switches to T12 for whatever reason. I see the command in the nc code to switch to T12 but why it does that? It should start with T1 then T12, T6 and finally T12.

Could you please give me some advice how to resolve the issue?

That's the Tool Pre-Call you are seeing. If you don't have that ability, go into the user parameters of the post dialog and turn off "Pre-Load Tool"
