Yes, the Rotary toolpath will do that, however it is an expensive extension module, think it was around $1250 USD, not sure what it is now but Autodesk have a 30% off stuff till the end of June !! 😞 😞
The wrap toolpath can do it as well.

You can machine the part in Fusion but not in the way video shows it. Using wrap function aims tool to center of model, cutting with tip, not the side of tool.
I think Rotary does the same with exception that you can offset tool so it cuts with tangent point.
I don't have access to rotary so I don't know what the limit in degrees is on tilting tool but i doubt that you can duplicate position shown in video.
Third option would involve using tool orientation and 3D strategies where you would split model in at least 3 circular sections and machine each one with A axis set at given angle for each segment.
you could do it by hand coding
a move in y into the part
the helix part is just a coordinated move eg g1 a360 x(length reqd.) f (feed rate ) on one line
then a retract move in y at the end
