Hi, Had a look at your Task Manager screen shot and see your base cpu click rate is 3.4 Ghz, yet you only have 1 core running 100% at 2.7 Ghz. Maybe your bios or power management is set to reduce power consumption? Typically Intel Speedstep will manage the clock rate and number of cores employed by reducing this to lower power usage and cpu temperature. If you haven’t already done so, try turning off power saving features in Control Panel.
No my settings aren't set at high performance, it's on demand both in Windows and BIOS. But other software use resources properly.
All drivers up to date etc...
