There was a post in 2015. Unfortunately it was lacking votes, archived and not implemented. As add-in creator i think it would be a great to have an ability to add my custom add-in settings to Fusion 360 preference pages. It would also could be helpfull for users, because they could find settings of all addins in one preferences dialog. Trying to revieve the and hoping to gather more votes.
