Pencil on paper is the fastest, and easiest way to flesh out ideas.
Fusion 360 should have a pencil sketch mode that can used as construction geometry. The user then can go over the pencil sketches with parametric geometry to clean it up.
I think the real workflow helper for this would be to make a better mobile app, such that Apple Pencil and/or Surface Pen can be used to lay down sketches. I think it would be really cool to have a "rough sketch" mode as well, where you could just draw and later turn it into a usable sketch, but at a minimum I would like to see the option to model with the Pencil, like OnShape.
Apart from feature mentioned by you, i think direct photo from mobile of such pencil sketch can be directly converted to Fusion 360 sketch and we only need to extrude; it is very much possible as now a days OCR is simple and many mobile app is there for Drawing or sketch pattern recognize so draw on paper, take photo and extrude is my idea for next feature !!!
