The new hole wizard doesn't seem to always pick a good combination for this. In Inventor the hole tool automatically picks a reasonable hole depth and tap depth for a selected fastener size (it is not possible to fully thread a blind hole unless you have bottoming taps, but even then the last few threads are not exactly usable and you can only get a tap into a hole so deep). No idea of this is a bug or if this part of the workflow wasn't automated when it was implemented.
