Could you share more information for why the depth to tip is useful? I searched some standards and found the dimensions on drawing are the depth without tip (i.e. cylinder height).
Indeed according to standards it is just as you say. But when a person who is doing industry related work (let's say process planning) then he needs to completely replicate process outcome in model. As many use center drills for many purposes, I thought this would be quite helpful to many. If not, there will always be an option to select cylinder height.
