dimension placement, Flip arrow side, radial dimension

I would like to be able to flip the arrow to the inside of radial dimensions or extend the leader such that it goes to the center of the arc.

It is difficult to dimension large radii and understand where the center point is when the leader isn't allowed to go to the center of the arc.
