Every modern graphic file format has embedded width and height information. Please, please, please make the decal feature read this info and make it the default sizing when applied to a face.
The decal manipulation tool is dreadful. You can never get it exactly right. 😞

Fellow users: I have a workaround for the decal-over-holes problem that may work for you. Create a new .0001 body over the surface where you want the decal. Use Gas/Air for the material so it is invisible. Paste your decal on the new body. Use a PNG with a transparent section to reveal the hole.
