Hi there, I'm not by Fusion 360 right now, but it sounds like you're not aware that you can in fact import images as a canvas. You go to I think Import button near upper right, then something like Canvas, select a plane for it to be placed on, and an image, then you can scale it and adjust opacity (I turn opacity down some so sketching can be seen). This will create a Canvas folder in the browser tree, where it can be edited or turned off in visibility. Some people even place multiple canvas images on different planes, for pretty sweet guides for 3D modeling as you say.
