It's likely that a file is missing from the install or that a file that the application expects to be delivered with operating system is missing or different.
Can we first try to ensure that the installation has provided everything by starting from scratch? Remove the contents of %LOCALAPPDATA%\Autodesk\webdeploy (enter that textin to your windows explorer navigation bar exactly as shown) and then re-run the install at http://www.appstreaming.autodesk.com/install/app/73e72ada57b7480280f7a6f4a289729f/
To be clear, you are running Windows 8 and not Windows 8.1? Do you have any service packs or windows hotfixes installed? If so, which ones?
