drawing a form with concentric rings

I am super new and need some basic help please.  I would like to make a shape like the one attached.  I haven't found a  good way to do it and I'm still a little unsure about all the tools available.  

 

The finished object will be 1/4" thick with several concentric rings.   On the rings i would like to add evenly spaced objects along the edge of the whole ring.    

 

  I hope that makes sense.  Its in the beginning stages but i am designing a lighting fixture to be made of metal with blown glass attached.  Any help is greatly appreciated!

Have you gone through the Tutorials?

Can you File>Export and then Attach the *.f3d file of your attempt here?

Which would you suggest for this?   There are so many and its hard to know what would apply to this the best.  I have watched a ton of them but if there are some that are better then others i'm all ears.

I hope you did more than merely watch them, and actually reproduced the steps in Fusion 360.

Can you Attach some of your previous projects here?

 

Having gone through these tutorials (any tutorials), you should have an idea of were to start.

The tool that you want is offset in an open sketch. Draw the outside line that you want, then offset inwards the amount that you want. For multiple offsets like you want, always select the same original line to offset from.
