If you make the perimeter a single Polyline, there are routines out there that will dimension all edges of a Polyline, such as DimPoly.lsp, >here<.  Read more in that thread for background, optional approaches, links to other routines, etc.

 

Other than that, depending on the configuration, you may be able to use QDIM, which can at least do same-direction Dimensions on an entire side of things in one shot, though not the entire thing all around in one shot.
