Hello @anagnoMXUCG,
I just finished testing this, I used Option #1 & updated using the Autodesk Desktop app it automatically applied both the AutoCAD 2019.1.2 Update & AutoCAD 2019.1.2 Combo Security Hotfix.
The update did not cause any issues with the Lasso select tool, I have created a video here.
To Resolve the issue: Review all the information provided above. Try uninstalling the update, then try applying the updates using the Autodesk Desktop app.
