Try the following.

  1. Create a line that is the continuation of the line at #1 (e.g., the red line).  You will reference a point on this line to establish a tangency condition at #1.

  2. Give the spline command and with osnap end click point #1
  3. Enter the letter T for tangency and click the top end of the red line.  This specifies the direction of the spline from point #1.
  4. Osnap point #2
  5. Osnap point #3
  6. Enter the letter T and use osnap near to click on the line below #3.
  7. [enter] to finish the spline.

If the red line is longer and you pick a point higher up for the first tangency point you will get a larger radius of curvature at #1.  In the image below the green curve is the first spline.  The yellow curve used  different points for tangency.

Alternatively, you could change the Method property of the spline from Fit to Control Vertices which will yield this.

Note that the 2nd and next to the last CV lie on a line that is the extension of the lines you referenced for tangency.  Using osnap nearest you can move these CVs along these lines and the spline will maintain tangency but the instantaneous radius of curvature at the spline ends will change.
