I like to help, but for the best help i need to know your model and setting..

Without that, the answer is simple:

 

DIM is NOT THE SAME COMMAND as the Button from the RIBBON (not toolbar) starts.

One is InternetYoutubeInstagramKiddi-AutoCAD command [Command: DIM]

(other users in AUTOCAD would like to start the original commands like _DIMLINEAR for example),

the other one is an MECHANICAL command, this command considers the scale-settings and scale-areas

in mechanical files. (AMOPTIONS / AMTITLE / AMSCAREA - ever heard before // sorry, but i didn't know about you)
