There are 2 things to check and/or do:
1st is make sure you have the latest update for AutoCAD 2017 for Mac: (2017.3 this has been mentioned/linked in other posts)
The second is that Mojave "locks things down" rather tightly, and you may need to grant AutoCAD (and the dmg installer package if you still need to re-install) "full disk access" in order for it to work. If you are still unable to re-install, follow the instructions for a complete uninstall described in links in other posts. If all you did was drag AutoCAD from the applications folder to the trash and then empty the trash, this does not completely uninstall all components as it will do with simpler software installed on Mac OS. You must do the complete uninstall also referenced in other posts, then re-install.

I have encountered this disk access roadblock on Mojave with other software, not AutoCAD (I don't use AutoCAD for Mac anymore) but this could be part of the problem.
