When I work with text anoying window open "Specify stretch point or" with additional angle. I just want to turn it off until i finish some work. I google everything really can't find it.

As recommended you can adjust the system variable DYNMODE.

0 |
All Dynamic Input features, including dynamic prompts, off |
|
1 |
Pointer input on |
|
2 |
Dimensional input on |
|
3 |
Both pointer input and dimensional input on |
Or when DYNMODE is set to 1, 2, or 3, you can turn off all features temporarily by holding down the temporary override key, F12.
The "Specify stretch point" cursor window will no longer appear but the command line will still display the options.

I lost count of how many users turn off DYNMODE as one of the first things. I know some use it, but the option to disable it should be in the prompt. Users wouldn't have to know keys, sysvar names, boom... and it would save hundreds of forum questions

Well it's on the status bar by default, dedicated F key... that should be enough for everyone who's able launch autocad.
The other thing is that this feature is annoying that it should be off by default...

That's the point. A new and/or casual user is not likely to know about a status bar button (many are hidden by default anyway), or a hotkey. But if the on-screen prompts are ON by default, then the application can offer to turn them OFF right there. User's can't miss that.
It's very similar to solution I proposed to fix the eternal FILEDIA problem 14 years ago, yet it's still an issue here in 2019.

Disagree!! That's basic knowledge. It's not a Reader... If anyone ask me this I would say Gee.... grab the book!!

Guess we'll have to agree to disagree. That attitude is unfortunately shared by far too many UI/UX designers.
I work with hundreds of ACAD users, so my observations are just that, not speculation.

Hello.....I have ask Autodesk many times how to turn off dynamode and Gizmo permanently, but I get always a misleading answer. They still make the program for beginners / selling and not for professionals. Designers of the program are not professional users. They don’t understand it and are to arrogant to listen to professional users.
As worldwide…the real technician-minds get lost. Like the misunderstanding about: Artificial intelligence, what is no intelligence at all but only many information.
