Compare viewports with Windows. If you look outside your window you see a tree as your model.
If you use _MOVE to move the tree to your neighbors garden and then you open your second window you'll see the tree has moved, it is not anymore in your garden. Just because you look through another window (viewport) does not mean that the tree has then not moved.
If you want a different view in the viewport, as already mentioned her, you need PAN (and ZOOM), but not _MOVE!
