No, nothing to do with xrefs or clips, just missing basic AutoCAD knowledge for Layouts&Viewports

STOP! When you doubleclick inside a viewport, you are in MODELspace, if you change objects, for example the the position by MOVE command, cou change the objekts in your modelspace..
All Viewports are looking to the content of your modelspace and if you move an object, you will see it
in all viewports (when current view display this area)

You don't "drag a view" axcept you would use the PAN command.
You talk about to edit your model!
