How to keep dim text height the same when I zoom in or out in model space
I have used annotation dimensions on a building layout in my drawing.
When I zoom out, or in, I thought the height of the text was supposed to stay the same size, or the dimension would adjust with the zoom, or perhaps with the scale. I can do this in paper space but not in model space.
I would like to zoom in or out and not have to change the text height everytime to shrink or increase it for readability.

i think you are confusing zoom with annotation scale (assuming we are talking on model space). annotation objects responds to a change in annotation scale in model space not to zoom. of course when you zoom in, objects are increased but that only zoom ![]()

Your text (and other objects) must be annotative and have the desired annotative object scales attached to them.
The annotative objects will adjust when the Annotation Scale is changed in model space. Not when zooming around in model space. There are several ways to add annotation scales to annotative objects.

In addition to what's already been said, I wonder whether that's really a desirable effect. To use an aspect of your sample image [and exaggerated in size to illustrate the issue, and yes, these are Text, not Dimension text, but the issue is the same], if you have something comforably readable like this at one Zoom level:
you'd get something like this when you Zoom fairly far out:
