It looks like you are tiling your window, perhaps to see more than one program on the same screen? I'd guess the answer to the question of tiling a window yet still seeing all of the toolbars, is no. Here are two alternative suggestions:
1. Keep the program at full screen and use alt-tab to toggle between programs.
2. Buy a second monitor so you can run AutoCAD on one and your other program(s) on the other.
If you are having issues with more than one instance of AutoCAD starting up just by opening another drawing, then check that your SDI setting is set to zero. That should allow multiple drawings in one AutoCAD session.
