John, as I said in the original post, we are using Autocad 2018 and we are using the Import command as you suggested.  But, there seems to be a bug that causes the Open File dialogue to filter out all files except point cloud project (RCP) files.  In my original post I included a screenshot showing the dialogue box that opens when I use the import command.  This is not a problem with not knowing how to import or attach images, I've been using Autocad since 1989 by the way.  This is a bug and I am trying to let someone at Autocad know, and maybe see if there's a fix for it on the way.

In 2017 or newer, you can use the PDFImport command to insert a vector-based PDF as vector geometry.

IMAGEATTACH should allow you to attach other image files.

 

In addition, through the External Reference Manger, you can also attach files.
