Ask whoever you got the file from which program & version they used to create it. Civil 3D is not backwards compatible (2017 cannot open files created in 2018, etc) and so it has probably been created in C3D 2019. You should be able to use trueview (link) to view the file and to convert it to a version you can open in C3D 2018 - but you may lose some of the Civil 3D information (as far as I know Trueview only converts to plain autocad - so intelligent objects get converted to geometry).

You can get a 30-day trial for C3D 2019 here if that is the product it was created in and you need the C3D information
