Hi,

AutoCAD drawing files may be in Imperial or Metric units.  While the UNITS command in AutoCAD will control display, input, and visual feedback of units data, the DWGUNITS command sets the true system of units.

A good template will have both of these setup properly for users.

INSUNITS can be set via command or in the UNITS dialog.

Not too familiar with other settings that might affect Revit as you described but another check could be the Annotation Scaling on Model Space.  I can't imagine that Paper Space Viewport scales would apply any issues to Revit.
