I'm not a fan of changing the PC3 and that's why I added it as a "guess" at the end of my post...

 

At a past employer, I recall having a lisp or macro that would remove all page setups and then reload with a specific template's page setups. You still have to open each drawing, but it was nothing more than hitting a button on a toolbar or palette to load the most recent setups.

 

At my current job, I have two Page Setups... either B&W or COLOR PDF. Everyone has the DWG to PDF pc3 file and it's not too complicated to share something that comes standard with AutoCAD.
