what is the difference between LA (LAYER) AND -LA (-LAYER).
how to create an option (- layer)..??

PS: For usual people found some difference between the dialog version and the commandline version and THEN they ask WHY? (Answer: Because they are different commands and Adesk did it so).

AS above, the -la command is great when using scripts for functions, there are also some additional features not available on the la palette.
I prefer the -la function rather than the pallet as it also allows me to view the stuff Autocad finds which is hidden to the palette user.
I specifically us the -la command to purge out eh Registry files, great for reducing errors and file size.

I think your first question has been answered, but (maybe) not the second one:
"how to create an option (- layer)..??"
The options listed in the image are the built-in options for that AutoCAD command. To run one of the command options, enter the highlighted letter or click it with your pointer.
Users cannot create/add options to a built-in AutoCAD command.

So Message 4 made me wonder -- what exactly do you mean by that? What kind of option would you want that isn't already there, i.e. what might you want to do involving Layers that isn't covered among the existing options? If by chance by (- layer) you mean an option to make a certain Layer the current one to draw on, that's what the Set option does, or if you want to create another Layer, the New and Make options do that, but it's just a guess that you might mean one of those.

One thing I didn't see the others mention: If you have a layer filter active and click the new layer button in the layer manager gui, you get a message the layer doesn't match the filter and have to change the filter to name the layer and adjust it. With -la;n;<type name>;; (; = the enter key) you create a layer at the keyboard and avoid the layer filter issue. You can also set color, linetype, etc, though I usually prefer to move the layer manager for that.

To avoid this: my layer-filters have "Layer*" included, so if AutoCAD adds a layer "Layer1" or "Layer2" ... it will ist hte new layer in every of my layer-filters.
