If you draw a frame and title in Modelspace.
Perfect is with attdefs..
Saveas dwg
You can INSERT the dwg AS Block. Command Insert[Browse]
But a real Layout as Template:
Create your Layout(Layout tab) save as dwg or dwt.
Import this Layout by Designcenter or command Layout, option template.

Perfect for new drawings too:
Create a file with your styles, Layers and Layout.
Saveas dwt.
Set QNEW to this file and start a new file by QNEW
(Or NEW, and select this dwt)

Either right click on a layout tab and choose "From template" or use the LAYOUT Template command.

Well I was actually referring to using the layout of the first drawing sheet as a template and using it for the other supporting drawings of the same job. Then a local pro told me to right click on the layout tab then go on move or copy, then- press move to end, then create a copy. So in this way you can get new pages with the same sheet layout- which you can rename appropriately.

For architectural windows, I use either a manufacturer's downloadable content if using AutoCAD. (See Andersen or Pella).  Otherwise I use AutoCAD Architecure content.
