I imported your PDF to AutoCAD 2019 as a test.  It only will bring in one page at a time so that might be a consideration. Also, since most of this document is text, is there a reason to bring it into AutoCAD at all?  I am guessing that anyone you are collaborating with would actually be able to convert the PDF to Word and then copy/paste text into Mtext or some other feature within AutoCAD.

 

Your document is all raster based so when it comes into AutoCAD it does so as an attachment. If your software can write vector information into the PDF then that might be more useful inside of AutoCAD as it should be imported as vector geometry.
