Raster images in layout move to front when I change views

I am using a template I created in AutoCAD 2017 and this problem started when I updated to the 2019 version.

I have some raster images in my layout that I want to remain in the background behind all the text. When i open the layout view the images appear in the front. See the large water mark and the logo in the top right:

I can select the images and send them to the back:

But then if i view another layout or switch to model view and then go back the images return to the front.

Thanks for your help

There appears to be a product defect in 2019 with maintaining draworder in paperspace. Currently the only solution is to copy the objects you want on TOP (thus making them the LAST objects) - then erasing the originals (ERASE PREVIOUS)

It's several years later now (I'm still using the 2019 version of autocad) and I think this fixed this problem for me, so thank you!
