I recalled that someone I know used to be involved with something that sounded quite similar to that, and they sent me this to pass along, in case it's of any use to you:

 


The software was called “AutoRouter” and piggy-backed on an installation of AutoCAD.

I think, it may have been acquired by Autodesk themselves.
