I see that you are visiting as a new member to the AutoCAD forum. Welcome to the Autodesk Community!
Your AutoCAD 2007 is not really designed to work in Windows 8. Here are the system requirements for the application.
You might be able to get it running by running it in Compatibility mode.
Please tell me, are you trying to edit the files? If so and you are trying to eliminate costs, AutoCAD Mobile might be an option for working in a web browser. If you are just trying to view the files you can also consider DWG Trueview or the A360 online viewer.
